DETROIT -- Former Detroit Mayor Kwame Kilpatrick has scarcely been seen around town since his resignation in September, but attention is once again being drawn to him for a lunch he had Thursday.

It would seem Kilpatrick was trying to take advantage of a perk he had while mayor, exclusive lunches at exclusive Detroit restaurants.

Every mayor of Detroit is given an honorary membership to the Detroit Club, a private club on Cass Avenue downtown. The club is known for the socializing and business that happens inside it by some of Detroit’s most influential leaders, including Kilpatrick while he was in office.

Since Kilpatrick’s resignation, his membership has been canceled.

But Rescue 4 has learned that Kilpatrick asked to have lunch at the club Thursday with three other men and the club made arrangements.

At the end of the meal, which cost $73.16, sources told Rescue 4 Kilpatrick signed his name, told club members to “charge it to the city” and walked out.

An additional $50 was added to the meal bill for the use of the club’s Directors Room, a private room on the fourth floor that was closed Thursday but opened to accommodate Kilaptrick, sources said.

Kilpatrick Lunch Receipts

The receipts show a date and time, with Kilpatrick’s signature clearly visible.

Sources at the club told Rescue 4 they made it clear to Kilpatrick that he would need to use a credit card to pay for his lunch.

Cockrel Perjury Probe Sent To Prosecutor

Video: Cockrel: Finance Trouble Simply Misunderstanding

POSTED: 3:35 pm EDT October 23, 2008
UPDATED: 10:30 pm EDT October 23, 2008
DETROIT -- Detroit Mayor Ken Cockrel has touted transparency as his administration's paradigm after outgoing Mayor Kwame Kilpatrick pleaded guilty to obstruction of justice for committing perjury.

Now only one month into his tenure, Cockrel might have committed perjury in filing for next year's special elections.October, Cockrel signed a sworn statement agreeing that he had no unpaid campaign-finance fees, when in fact he had a $42,000 fine for failing to submit late contribution reports.

A false statement on an affidavit is perjury and punishable by up to five years in prison, a $1,000 fine or both.

Cockrel said the incident is a mix-up and he thought the matter was cleared up.

"I and my campaign had actually been meeting with the Wayne County clerks office for several months prior to the filing deadline of for filing nominating petitions. The campaign finance reports as amended and corrected in order to clear up any errors or ommissins that were previously identified were actually filed," said Cockrel.

Wayne County Clerk Cathy Garrett is seeking legal advice and is forwarding the matter to Wayne County Prosecutor Kym Worthy, asking her to charge Cockrel with perjury.

"I have to admit that that's somewhat baffling to me because of the fact that we have met with representatives of her office who told us something different," said Cockrel.

Garrett Was not available for comment.

"When you sign your name, you swear to information and you submit it – especially to a government office. There are possible felony charges for that," said University of Detroit political science professor Victoria Mantzopoulos.

Garrett assessed the fees on Cockrel, seven other members of the City Council and several other Wayne County officials as part of a crackdown on candidates who failed to file late contribution reports, to take into account contributions they received about two weeks before elections.

Former Councilman Nicholas Hood III, another mayoral candidate, signed his sworn statement, even though he owes $275 and an outstanding report.

According to Michigan election laws, after the candidates file their last campaign finance statements about two weeks before the vote, they are to report any contributions of $200 or more at least 48 hours before the elections.

"My campaign has worked with the County Clerk’s office to resolve the errors and omissions and filed amended reports prior to filing my petition," Cockrel said in a statement.

Cockrel said he has asked the Wayne County clerk to waive a $42,000 fine for failing to submit late contribution reports.

If the fees are not waived or the fine is not paid, Cockrel will not be able to run for mayor in the special elections.

"All the documents necessary to clear up these past reports have been submitted to the clerk and are in the process of being reviewed," said Cockrel in a statement. "I filed my petition and signed the affidavit in good faith and upon the counsel of the County Clerk’s office. I am now waiting for a letter from the Wayne County Clerk confirming that the fees have been waived.”

According to city records, Cockrel has accepted late campaign donations from several people who are accused of taking and making bribes.

Local 4 has learned Cockrel accepted campaign donations from Karl Kado, an indicted contractor accused by former city officials of paying bribes and kickbacks. He also accepted donations from John Clark, a former City Council aide who is accused of accepting bribes on tape.

"I take ethics very seriously, whether pertaining to campaign funds or taxpayer dollars. I am committed to providing Detroiters with leadership they can trust and be proud of," said Cockrel in a statement.

Rescue 4 has also learned that in the next few days, a second request will be filed with the clerk's office, requesting that Cockrel be banned from running in the special election because of the fines from previous elections.

Four years ago, Attorney Robert Davis sued the clerk's office to have a candidate removed from the Wayne County ballot for not paying campaign fines.

The decision to pull the candidate was challenged in Circuit Court and then in the Court of Appeals, but the candidate was ultimately allowed to run.

Cockrel may have to go through a similar legal battle in order to run for office.

Congrats Detroiters...the nightmare is finally over.....unless you vote him back in after he does his time (i.e,..Marion Barry)....YEOW!embarassed

I am from and live in Detroit, and this hurts.  I didn't vote for the mayor either time he ran, but I love Detroit and he was my mayor while he was in office.  I say that to say I supported him while he was in office.  While I didn't vote for him, I believe him to be a smart and charismatic man.  It is a shame that his public service came to an embarrassing end and it a shame that city continues to suffer because of his personal life.

coolAt last Detroiters have a chance at renewal.   Those who live here know the pride we have in this once great city.  If the auto industry hadn't bankrupted and poluted us so badly, we would still be thriving.

Now with Kilpatrick, the GWB of Detroit, out of office, doing time, Detroit has an apportunity to get a leader who will act in the best interest of our citizens--rather than use the office, and the City's resources to boast his own grandiose ego.

A real leader 'leads' through actions---creating a roll model for our youngsters, providing much needed assistance to the people who live here, and showing the world what a wonderful city Detroit actually is.

Now, finding someone with those attributes who is fair, unbiased and knowledgeable of citizen's needs---this will be a challenge.

No matter who is the next mayor of Detroit; They will too be corrupt.

We (taxpayers) pay for the corruption.  As long as there are no changes in the system that people seem to love to follow so tough; the most honest person that is elected into the system with bow down, on a whelm.

Changing representatives will not solve the problem;

CHANGING THE MAKE-UP OF THE SYSTEM THAT ALLOWS FOR REPRESENTATIVES TO BE CORRUPT IS THE SOLUTION.

At last Detroiters have a chance at renewal. Those who live here know the pride we have in this once great city. If the auto industry hadn't bankrupted and poluted us so badly, we would still be thriving. Now with Kilpatrick, the GWB of Detroit,...

You are absolutely right.  The entire system needs to change from the bottom up.

More neighborhood councels need to be formed with representatives who speak up for the citizens of each community.

Detroiters must get involved at the grass roots level to force change from within.

Too many people are suffering while others live lavishly.

So many take their identity from what they have....and forget who we are is defined by how we treat each other.  We must look out for each other.

WASHINGTON, D.C. (AP) -- Representative Carolyn Cheeks Kilpatrick is stepping down after two years as chairman of the Congressional Black Caucus. The Detroit Democrat took over the job following the 2006 elections.

Caucus members on Wednesday elected Democrat Barbara Lee of California to head the group in the next Congress. A new chairman is usually elected every two years. The Detroit Free Press says Lee thanked Kilpatrick for doing "a phenomenal job in keeping our caucus together."

The 63-year-old Kilpatrick served in the Michigan Legislature for 18 years before being elected to the U.S. House in 1996. She is the mother of former Detroit Mayor Kwame Kilpatrick.

All media outlets are saying the indictements will come this month

Never mind a primary and an election is underway to replace the Big K?

And who are you planning to vote for too??

But so much for urban myths and anybody's illusions!

Otherwise:

Good luck and best wishes,   Detroit voters!

FYI...

Dave Bing- Endorsed by business and the elephant people.  He is a carpet bagger that moved in the city in name only.  He has yet to go before one union to explain his platform

Ken Cockrell- Either he or his wife is rumored to be indicted with the rest of the crooks for graft and corruption.  Prone to major gaffs

That leaves:

Warren Evans- Too many KK supporters.  But he has always been str8 with me

Sharon McPhail-  Yeah, right

Nicholas Hood- Considered soft by many.  But honest

Freman Hendrix- The strongest leader.  But not trusted by many.

SAY NO TO MOOKIE!!!!!!!!!

Good afternoon,   poster...

But,   do keep in mind  the Hendrix  record on the Detroit school  board,   incuding   his disgraceful misuse of security guards to oust a grandmother turned  grassroots activist,   etc.,    and/or how he also recommended close circuit tv monitors on Detroit  lightpoles to monitor criminal activity,  ad naseum,    back when he ran for mayor,   against the Big K...

Otherwise I also do believe Rev.  Hood would be the best choice  (though I have no idea if his appeal  outside of his church congregation)...

Please do keep in mind it was for more than the sake of somebody havng the same ethnic/racial background/skin shade/etc.  which led to the calls of and for Black Power:

It was and because that generation of blacks etc.  got sick and tired of the inept and corrupt white people who held the same offices then!

So let us not just let anybody else rewrite history  (in order for them to advance their petty self interests etc.  too)...

FYI...
